He has referred to Non Governmental Organizations (NGO). To my thinking these nefarious activities have been done by Governments as well.

The Jathika Hela Urumaya (JHU) today said, before India sought to point its finger at Sri Lanka on war crimes allegations it should address the human rights violations of the Indian people including 93,000 disappearances in Kashmir which still remained unaddressed.
JHU General Secretary and Science and Technology Minister Patali Champika Ranawaka said, if the Indian Parliamentary Delegation which is currently in Sri Lanka had visited the country with honourable intentions, their visit would be welcome, but it was evident that the Indian visit was part of a protest campaign to further distort the country’s image.

Sri Lanka's veteran cinema actress and Member of Parliament Malini Fonseka said the government should continue to screen South Indian Tamil movies. Addressing a press briefing held in Colombo, MP Fonseka said that the suspension of screening Tamil movies is not a good response for the protests against Sri Lanka by Tamil cinema artistes.
The press conference was held to describe the peaceful protest planned by the organization of Sri Lankan artistes tomorrow at Colombo Independent Square. They have also planned to hand over a letter to the Indian High Commissioner against the protests of the South Indian cinema artistes.

The Rajapaksas are masters at the art of political marketing. They have developed an ‘all you need to know’ crash course in building innocuous facades to hide insalubrious realities. Perhaps all the people cannot be fooled all the time. But, going by the Rajapaksa record, fooling all the people some of the time and some of the people all of the time can more than suffice.

The Colombo Muncipal Council yesterday announced that it would not collect garbage that is not separated by households into degradable, glass and paper in an attempt to reduce the amount of garbage to be dumped in the Meethotamulla dumping site.
At an emergency press briefing held at the CMC yesterday, the Council stated the new measures would reduce the amount of garbage dumped at Meethotamulla by atleast 25 per cent.

The Visiting Indian Parliamentary Delegation visited Jaffna yesterday.
The Indian Parliamentary delegation arrived at the Mahendrapuram area in Jaffna and inspected the housing project that was initiated under sponsorship of the Indian Central Government.
The delegation also engaged in a cordial discussion with the locals in the area.
Residents briefed the Indian delegation regarding the shortcomings at some of the houses built.
